Fresno City Councilmember Miguel Arias’ short-lived interim role with the State Center Community College District has ended after campus representatives raised concerns about the appointment and board members questioned potential conflicts of interest.

Arias recently took on an interim position as executive director of public and legislative relations, a role that was reported to pay $12,550 per month.

The appointment drew criticism at a State Center board meeting, where campus representatives questioned the hiring process and why the position had reportedly remained vacant for three years.

Questions Over the Appointment

Denia Ramos, academic senate president at Fresno City College, criticized the decision to appoint Arias.

Ramos questioned why the position had reportedly been vacant for three years and argued that the district should have conducted an open search.

She also characterized the appointment as potentially benefiting a political connection.

Those comments were Ramos’ characterization, not an established finding by the district.

Arias’ Explanation

Arias said the temporary role was created after State Center ended its contract with a state lobbyist.

He said his assignment was to advocate for the district in Sacramento through the end of the legislative session.

Arias also said his temporary assignments with the district followed established personnel procedures.

The district spokesperson similarly pointed to the personnel process, while declining to confirm details about an earlier temporary assignment.

Concerns About Potential Conflicts

Board President Rob Fuentes raised concerns when the board considered Arias’ appointment.

Fuentes said the potential conflicts of interest, both real and perceived, were significant.

The concern is notable because Arias previously served as a State Center Community College District trustee from 2014 to 2018.

Fuentes moved to approve Arias’ appointment for the period of Aug. 17 through Sept. 1, followed by termination of the appointment at the end of that period.

Board Votes 5–2

The motion passed 5–2, with trustees Deborah Ikeda and Nasreen Johnson voting against it.

The vote ended Arias’ short-lived interim assignment.

Arias said he respected the board’s decision and described the roles as temporary assignments intended to meet the district’s short-term needs.
